Ok - I have an idea of what they do. They're a civillian organization, right? Do you get paid, or is it strictly voluntary?
I work for one of the police departments here in Virginia (Gunman, I think I told you which one). Around here, we have Police Aides assisting us, but they are employed by the local government and drive police vehicles just like we do, but with the word "Police Aide" on the side (they still get blue lights).

Around here, we have Police Aides assisting us, but they are employed by the local government and drive police vehicles just like we do, but with the word "Police Aide" on the side (they still get blue lights). I am a part of a local team that is part of R.E.A.C.T. (Radio Emergency Associated Communications Team) Int'l. We provide traffic control, area access control (such as keeping people away from a scene) and act as an extra set of eyes and ears (basically acting as unmarked squads) for the PD and FD. Other teams in other areas provide disaster relief, etc. In fact, a few teams responded to 9/11. Though each team is different because the nature of their responsibility is related to whom they work with. However, in the case of my team, it's all strictly volunteer and we use our own vehicles, but we carry an authorization by our town's Police Chief that allows us to have lights installed on our cars. The lights are ours that we have purchased on our own. No sirens, no police powers (though we carry radios to call for assistance, etc, no weapons) and we still have to follow local traffic laws, but in emergency situations we usually follow the authority vehicle we are assisting.
